What is the law regarding animals left in cars?
Here is the situation. I park in a car park behind my apartment. While it's covered on three sides, there is no door...I live in San Francisco and for the past week it's been very, very cold out, I've been getting frost warnings whenever I start my car.
So the other night, as I was getting out of my car I noticed that the car next to me had what I initially thought was a toy dog in the back seat...I quickly noticed that it was a real dog, a chihuahua or something...I checked back 2 hours later, around midnight and it was still there...obviously they were having the dog stay in the car.
So my question is, is this against the law? I know it's against the law to leave animals in cars during the summer, but what about winter? Should I simply call animal control/SPCA?

I think you should have called the authorities because this is considered animal cruelty.

It is not illegal and it never gets cold enough in San Francisco to be a danger to a dog.
It would be animal cruelty if it was summer and way too hot, but in the parking garage I doubt it would get too hot, out in the sun yes it would. In the winter however it would only be endangerment if it were going to get to sub zero temperatures which in San Fran no way!
Animal control does not need to be involved on this one, the dog will be ok.

Laws differ everywhere, that said leaving an animal in a car during freezing temperatures is as against the law as leaving an animal in a car during a summer heat wave where I live.
