Is the exo terra 2.0 fluorescent 24" enough UVB for a turtle?

Is it enough for a small turtle? Is it enough UVB? it is 2 percent UVB along with a basking lamp that is uva? It is good lighting?

    5.0 is the recommended UVB strength for aquatic turtles. 2.0's are all but useless; they are better for lighting up a terrarium than for providing a reasonable amount of UVB.

    Basking temp for most species should be 90 F. UVB and basking temp should be available for 10 - 12 hours a day.
