USA Age Requirements:
"....The rules vary depending upon the particular age of the minor and the particular job involved. As a general rule, the FLSA sets 14 years of age as the minimum age for employment, and limits the number of hours worked by minors under the age of 16.
Also, the FLSA generally prohibits the employment of a minor in work declared hazardous by the Secretary of Labor (for example, work involving excavation, driving, and the operation of many types of power-driven equipment). The FLSA contains a number of requirements that apply only to particular types of jobs (for example, agricultural work or the operation of motor vehicles) and many exceptions to the general rules (for example, work by a minor for his or her parents). Each state also has its own laws relating to employment, including the employment of minors. If state law and the FLSA overlap, the law which is more protective of the minor will apply....." http://www.dol.gov/dol/topic/youthlabor/agerequire...

Breed and sell fancy poultry, regular poultry and eggs. Find breeds that cause people to think, "Oh, how CUTE! I've just got to have one of those!" Place ads on craigslist and in feed stores and tack shops, and have the customers come to you, rather than asking your parents to drive you all over creation to deliver chickens and eggs.
The McMurray hatchery has a great number of ideas and lots of information about the various breeds. You could get starter stock from them or locally.

wash cars
babysit
wash dogs
walk dogs
make cute hand made birthday cards
make new creative candles from old candle wax
create interesting bookmarks from paper
if you cant work then your best bet would be to create something pretty from scratch and try to sell it to people you know. Or offer services like washing or walking pets for people who have full tome jobs.
I would not recommend beading or whatever since you would have start up costs to buy materials.
