how can you tell if a carbon has been oxidized?

    By IR or NMR spectroscopy. (As there are characteristic wavebands and shifts for oxidised carbons)

    However I suspect that wasn't the answer you were looking for or needed, so you might edit your question to put a bit more detail in.

    Oxidation is the loss of electrons so if the carbon's oxidation number rises then it has been oxidized.
