Its because he was promoted to a sort of government agent following the Raccoon city incident (that took place in Resident Evil 2 video game).
By him being able to survive the raccoon city incident (the incident - would happen to occur on his first day as a police officer), he was given a higher position by the government.
If you don't know what the Raccoon City incident is just Google "Raccoon City"
