No not if the link is relevant to the question, I post hundreds of links in my answers every week and I have never gotten a violation or had any removed. Here is an example.

Yes, though some manage to get through. Most get blocked as a spam-preventative measure.
To prevent a question from getting blocked, post the question WITHOUT the link, then use the edit feature (pencil icon) and click add details. Put the link in the additional details.
You can also go back and add dots "......" in the additional details if that doesn't work (which is rare). That sometimes bumps it back onto the list.
