In skyrim, why do guards keep telling me that i have a crime even thought it's my first time goingto ivarstead?

Ok so i had to go to ivarstead to do a quest and its my first time encountering it but the guards keep running up to me and says im a criminal. Now i don't want to pay off the bounty, and i can't seem to fight them off. So is going to jail my only bet? And what happens when you go to jail? is there some way you can get away from jail without losing your skills and what not?

    did you commit a crime in another city of that faction, and also just go jail and sleep it off, it's not smart trying to fight them off or escape in a city your not familiar with

    the guards are always like that. just ignore them. anyway, perhaps you've done a crime in that hold, or perhaps it's just a bug. either way, you should pay your bounty, and after that they won't bother you anymore. now, if you choose to go to jail, go ahead. once you're inside a cell, you will be stripped off from all your weapons and equipments, all you got is a lockpick. escape immediately to avoid losing your skills. lockpick the cell door quietly. your should be more concerned of the lockpick than the guards, because once it breaks, that's it. another trick is to perform a spell to harass the guards. they'll open the door to get you, once they do, get out. you can escape immediately if you choose to, but you really should look around for some sort of a box, in which your stuff are stored. this is when you must use your one and only lockpick wisely, because if you fail to lockpick the chest (or perhaps you broke it while lockpicking your cell door), say bye bye to your treasure. but perhaps you can "visit" that jail again to get your loot, but they may vanish or maybe the guards won't allow you to enter. but then again, perhaps you can enter the jail, but with brute force. but then again, you're gonna get a bounty on your head. so, it's better to just pay off the bounty.

    When you go to jail you do not lose a skill, for example if your smithing is at 42 1/2 and you got to jail it will just reset to 42. You also get one lock pick to try to open it.

    To answer the first question,

    It's happened to me before, it's a small glitch. Make sure there you have no bounty anywhere else. If you do just pay it off and go back to the city
