There are 2 methods you can go about doing this, running it off your home PC, and getting a 24/7 server host. Running it off of your home PC requires a powerful PC and also port forwarding (unless you use hamachi), and most people prefer 24/7 servers as they are much less hassle to manage and also allow people to play when you are offline. You can also use the server as a server, and store files etc. on it. It has it's downside however - it costs money. I'll go into more detail about server hosting. (If you want to find out more about running it off of your home PC, there are indepth tutorials about port forwarding for your router here: http://portforward.com/ or using hamachi here: http://www.mpgh.net/forum/386-minecraft-server-adv... )
Running a dedicated 24/7 server is easy. First, find the host you want. I use hostedgameservers.com but there is a indepth list here: http://www.bestminecrafthosts.com/category/approve... Most hosts will offer FTP/SSH services, but if the host doesn't do not use it. After paying for your server, I would recommend downloading Filezilla (FTP): http://filezilla-project.org/ and Putty(SSH): http://www.chiark.greenend.org.uk/~sgtatham/putty/ so you can manage your server, and of course booting it up so you can try it out. (If you need help using Putty/Filezilla, feel free to message me :) )
If you want to customize your server with plugins and the like (and manage it), http://bukkit.org/ is required. This is simple to install - just drag and drop the .jar file to your server's main file (the one that is already open when you connect) via FTP and replace the minecraft_server.jar part on your server control panel (usually highlighted by Mod Jar File). Make a folder called plugins on your server's main file, and you're set up for downloading plugins.
A good plugin to have is Essentials (http://wiki.ess3.net/wiki/Main_Page ), which allows you to manage your server very well. For other programs you might want, go to http://dev.bukkit.org/ and scroll through.

1. Go to that link, download the server program.
2. Open that program, you now have a server online.
3. Use hamachi or bukkit to make other people join, i will explain for hamachi as i use that.
4. Download hamachi
5. Select create network.
6. Choose any network ID and password.
7. Make other people use hamachi to join your network using that ID and password.
8. Have other people type your IP adress into the multiplayer screen of minecraft.
So
People join your hamachi
People join your server.
Easy as that
