Have a '74 VW Beetle that wont start?

Put in a brand new battery and she won't turn over. The lights and everything else register, but not the engine. Is it the starter that's crapped the bed? I hear a click, but no ignition.

    turn the ignition on and WITH THE CAR IN NEUTRAL AND HAND BRAKE ON. crawl under the rear passenger tire and with a long screwdriver (plastic handle of course) jump the 2 terminal on the starter solenoid. if the engine turns over its not the starter, rather a wiring issue between the ignition and the starter motor
