What's the deal with U Visas?

In 2000, Congress approved the issuance of U Visas for certain crime victims. I heard that the US is not actually issuing these visas yet because the rules and regulations have not been established yet. Wondering if this is true or not?

    U-visas are only issued in very, very limited circumstances, and there are very few available. The numbers have a very limited cap on issuance. There are a few issued, but quite rarely.

    The U visa is a visa that allows a foreigner who is testifying against the Mafia, or organized crime gangs/groups and has a fear of retaliation against himself and/or his family for doing so, to receive protection and legal residency in this country in exchange for his testimony.

    I believe that it also covers victims of domestic violence (something some Dem stuck in there, I'd bet!) and human trafficking.

    there are many applicants for these visas some are sucessful

    but because illegals can apply ..they make up stories in the hope
