What happened to the Pool Crossover Rules in WHC?

I was watching this for the match-ups as they unfolded and was puzzled about it. Did it change this year, or maybe last year and just didn't notice?

You had Group S and Group H. I was expecting First Place in Group H to play 4th Place in Group S. Canada VS Norway and Russia VS Slovakia. Instead we got Group H First vs 4th. Canada Vs Slovakia and Russia Vs Norway.

Results. Slovakia squeaks out a win over Canada and Russia blows away Norway. Other match ups. USA lost to Finland when they could have played Czech Republic.

    You`re right the match ups should have crossed over, all 4 teams that made it to the top 4 in their group should have to play the other 4 teams of the other group it only makes sense. But its the IIHF so its expected.

    This has a different format than other WHCs.

    Most tournaments were in one host city, but this is 2. Group S is Stockholm, group H is Helsinki.

    I guess they did not want teams going to different counties for different rounds, with the exception of the finals.
