This attempt at an improvement is an example of the typical poor planning by the Justice Department. The new law was passed on July 26, 2010, but didn't have an effective date until March 15, 2012 and was thereafter extended for 60 days.
The lead time is too short.
An exploratory to investigate the viability of having the required lifts manufactured by the required install date was not completed
Contracts to insure the end product would meet specific standards for the manufacturers to have specific lifts built were not made available to private companies.
The heads of the Executive and Judicial branches stood to take credit for the new accommodations, but were all to ready to place the blame for their own short-sightedness onto the very people who were shorted in the process.
This is beginning to sound very familiar.
As of April 2012 there are not enough lifts available for all the pools that would need retrofitting. Ramps can still be installed, but some pools that already have lifts would have to replace them with newer, safer lifts. There are pneumatic lifts available, but are only suitable for certain people, and do not meed the strength/weight class necessary for the new laws.
As it currently stands, all pools that do not have the lifts, ramps, and other accommodations installed by the new January 31, 2013 date will be closed.

On May 22, 2012 the law has been postponed until 2013 (specific date undetermined), so the justice department can provide guidelines on what is / is not acceptable.
According to the American Hotel & Lodging Association there aren't even enough lifts available to be installed.
