Ilford Pan f 50 in HC-110?

I've just developed a roll of Ilford Pan F 50 in HC-110 dilution B, 20C for 4 minutes and it's not quite to my liking. I have read the Dilution B is too fast for Pan F, however as it was my first time developing this particular film I stuck with the information on Ilford's data sheet. It seems that the highlights develop far too quickly at this dilution and have a tendency to block out. It was particularly noticeable in contrasty scenes and frames with large bright areas. Less contrasty scenes and scenes with fewer highlights came out fine.

So my question is this, from your experience, what HC-110 dilution and subsequent time would you say is best for Pan F 50. D, E or H? and why?

Alternatively what would you say is a better developer for Pan F, keeping grain down to a minimum but giving nice even development.

It's a great film and I really want to get the best from it.

Update:

I should say, The blocked highlights are not down to my metering. Shadows and midtones are exactly where I want them to be, highlights are developing too quickly.

Thanks fhotoace, I sent you an email. I know HC-110 is very active, which is why i'm looking into weaker dilutions. I may well check out D76 as well. I'm a tad reluctant to go that route due to the shelf life of stock solutions compared to concentrates and I'm worried about wasting it (which is why I went with HC-110 as my primary developer). I suppose I could use d76 as my primary and keep HC-110 for pushing.

Sagara, oddly enough, I've had great results with HP5 in dilution B, as well as Acros and Neopan 400 (which pushes brilliantly in HC-110), Pan f just seems more awkward to tame.. Thanks for the link.

    I've had a similar problem when I first started shooting HP5.

    My favorite resource has been covingtons.

    It gives a very nice baseline to start testing your development dilutions and times.

    For example, for your Pan F. Switch to Dilution E and develop for 6 minutes. And start from there.
