mycdn.media.net is a website
fcmdynet.js is piece of java script [programming code] that is asking for permission to run in IE from that site.
If you don't know what the code does then i wouldn't run it, so choose no. It probably isn't anything important and could be a security risk.

After looking around I found it to be a file from a Media Streaming software trying to save itself to a streaming program you have in your computer & whether you want to open the program.
If you have uploaded music or video or something in that line, then you most likely have a Streaming Media program running in the background, so when your browser opens, it automatically communicates with it and because you haven't set your browsers security up it's going to keep asking you every time.
It may have even been installed through an accidental click on a tool-bar from a browser you have.
Are you the type with more than 1 or 2 browser programs and a ton of tool-bars?
If you have windows 7 click START button. And in the search bar, type or paste " mycdn.net " (without quotes) and see if anything comes up.

What AV program are you running? Does this happen when you open IE or just when you go to a website?
Go to Tools - Toolbars - Manage IE Addons. What is enabled there?
Go to Start - All Programs - Accessories - System Tools - Internet Explorer (No Add-ons) - just in case you have an add on causing problems - do the same things happen?
Go to Start - Run - type in Events and hit <ENTER>. In the Windows log - look at Applications and Security.
When did this start to happen?
Go to the Control Panel - choose Windows Defender - see if anything is listed there.

from what i've been able to ascertain, it's not dangerous.
the mycdn.media.net is actually a tucows/edgesuit/akami company. alot of companies use them for content delivery.
most of the time you won't see this popup, the first part is a java script, and is probably related to some site that you went to view or access a teleconference or something of this nature. or an update, such as for WOW.
but it's not hostile, and is related to some service you have or are currently using.
