Outlook Express is a obsolete email software since Windows XP. You can download Windows Live Mail which is a replacement and similar to Outlook Express for Windows 7. It is part of the Windows Live Essential software (mail, messenger, writer)

Windows 7 supports Windows Live mail rather than Outlook Express. But, you can transfer all Outlook express emails in to Windows Live mail by converting DBX file in to EML file format. Actually, this process is useful to convert Express supported .DBX files in to Live mail supported .EML files.
Then .EML files can be imported in Windows Live mail that stores all email messages and other information.
