I can't access Powerbot.org, but everybody else can.?

I can't access powerbot.org on my computer (try it, I am sure you will be able to load it).

I can load every other website I can think of, just fine.

But when i try to open up powerbot.org, I get this:

Google Chrome's connection attempt to powerbot.org was rejected. The website may be down, or your network may not be properly configured.

Error 102 (net::ERR_CONNECTION_REFUSED): The server refused the connection.

I had tried connecting using a binary method, trying to renew & release IP. I can access the same website on my other computer and my phone (both using the same wifi network) I tried deleting cache, history, stored data, etc.

I have no clue what the problem could be at this point. I use AVG and tried turning that off and no load. I turned off my custom DNS and it still didn't work. I tried running in safe mode, turning off firewall, updating drivers, updating browsers, and I can't make ANY progress. If you are still reading this, please help me! Thanks.
