How long do universities decide to accept a student or not?

I'm talking about California State Universities

    There are a lot of CSUs. At random, I picked Cal Poly SLO. For the Fall 2013 quarter

    Early decision will be notified mid-December

    Regular decision - April 1

    after you apply they will send a letter within 1 month
