Why are most of the uncommons in RtR just so bad?

This doesn't mean that every one is, but many of the uncommons in this set are nigh unto unplayable, even in block. Many of the uncommons cost way too much mana for the poor effect, p/t, and all that. Why would Wizards make many of the commons good while making the uncommons just so bad?

Is Wizards slipping at the development stage or are they setting up for set crossover when Gatecrash comes out? It wouldn't be the first time Wizards has released underpowered cards only to break them the next set.

    The only amazing thing about RtR is the art. The foils aren't even worth the money, and the intro packs are just plain bad. I thought the unleash ability would be a great thing, but it ends up being an annoying feature. Bad. Bad. Bad.
