Do political appointees have pay grades like civil servants?
Are they paid like Federal employees or does President or his managers set the pay appointees get.

They more likely fall under the Senior Executive pay bands. The Department heads can set the amount within certain parameters. Also, the pay is capped by whatever is the Vice President's pay.
