how many seconds should i expose 100 iso black and white film at night, when looking at the city and stars?

i used 100 iso black and white film at f8 when taking pictures of the city at night. i exposed the film for 25 seconds, and when i developed it, i only got a thin black line from the city lines. What would be the correct amount of time i should expose the film for. Also, any recommondation for fstops. nd one last thing, how long should i expose the film for and what f stop should i use if i want to take pictures of the stars?

ok i lower f stop and increase iso but how many seconds do i make my exposure for
