Hobbies are more than just something to pass the time. They do not always require spending large amounts of money, but they do require investments of time, and it requires a passion for it. Hobbies do not necessarily require talent. Collecting does not require talent, but it does require time to study and learn the field you're collecting, and it can require a lot of money. Hobbies that require talent such as mechanical skills to construct or craft certain items or to master a musical instrument, or to draw or paint well, also require time and the passion for it.
Passion is what gets you over the mistakes and difficulties so that you keep going. Passion makes you not want to stop working at your hobby when more important matters need your attention (like your family, your job, etc). Things that you do just to pass the time are dropped immediately when you have something better to do.

I've always believed that Hobbies are productive, while passing time is just a waste. If you are using your time and talents to hone your skills, learn new things, make things, etc., then you're being productive.

We have to spend money on hobbies.
We do not spend money for time pass.
You need talent for hobby making.
You only have to look in time pass.
