To clarify what you can buy, GM does not sell European spec cars directly to the consumer via any American dealer. I was looking at the European GM web site and from what I see there doesn't seem to be a huge difference in the cars. Aside from a hand full of safety specific additions, the car is basically the same. Also this late in the year the 2013 model has been in production a few months so your going to be hard pressed to find a 2012 model. Not sure why you want to do that, but I'm convinced it can't be done.

you would have to use a grey market car dealer who will have to look into what is available first of all and find out if it meets all the US safety standards first. It has to meet all US safety standards and even then it may take months to get through customs. meanwhile your going to end up paying twice what the car is worth because its going to cost a ton of money to have the car shipped her on a slow boat and it would take months. I don't think the european version is that much more of a sports car or worth what your going to end up paying for it.

It would need to be purchased in the EU before brought to the states. As the US doesn't have any EU standard cars. Peugeot, Lancia, all examples of cars not available in the states. You can buy the US made camaro, but to get the EU version, you would need to import it over.
