Can a very small business owner offer a huge raise + paid days to a single employee? (read on for details)?

I'm in Texas working full-time for a very small company (3 full-time, 2 part-time). All positions start out at minimum wage with an annual 25 cent raise, no paid days off, & insurance (expensive) after 90 days. Not good but at least its a job.

I have a full-time coworker (Mr X) who put in his notice today after accepting a job offer. In a rush panic my boss counter offered with $10/hr + paid days off (vacation, holidays, sick days, and personal days) as an incentive for him stay with the company. No other employee within the company will be offered the same. The only reason I found out about it is b/c he told the lady (Mrs R) who sits behind me and she told me about it. Mrs R is a part-timer who has been with the company for 3 yrs and thinks this counter offer is totally unfair.

Is it legal for my boss to only give a single employee a huge raise + paid days while not extending the same to other employees?

I don't need any answers telling me "paid days are not legally required". I already know that. All I'm wanting to know is if it is illegal to only allow it for one person as an incentive to stay but not offer the same to other employees.

Poohcat: He isn't really as productive or as good as the boss thinks he is. When scanning he just puts the pages in without paying attention to rotation (I've had to do data entry on lots of his boxes). In 8 hours he gets about 1 box scanned and he is using the fastest scanner machine in the office. I'm getting 1.5 boxes all with correct rotation, clear images, on a slower & older scanner. He is only "crucial" in that he was hired to travel with the owner for job pickups and to generally lug boxes so the owner wouldn't have to do it. A job pickup usually entails filling and carrying anywhere from 10 to over 100 banker boxes packed tight with files. I almost forgot...the other "crucial" is being an iPhone guru so t

    That offer to Mr X is legal and totally fair. Your boss is not legally required to provide paid days or big raises to you no matter how much you whine about it. There is a reason your boss is willing to make that counter offer. To me it means he is very productive, reliable, and helpful to the company. If you were the same it would make a better impression with the boss. ....so instead of gossiping with Mrs R, maybe you should concentrate on getting your work done.
