Why not have a carbon tax and use the money to reduce other taxes?

This targeted tax would be a useful tool for several problems currently in the news.

    propose to Congress, it doesn't do any good suggesting options here

  • The idea behind carbon or other pollutant taxes is not to raise revenue but to force polluters to clean up their act and reward clean businesses with credits that they can either pocket or trade on the open market. Properly implemented, these taxes are revenue neutral -- polluters are hit with heavy taxes that are used to award the credits to non-polluters.
