This applies specifically to the Hebrews - the curses for breaking the covenant. Yes God did rejoice over destroying the unfaithful Jews as his agents (the Romans) destroyed Jerusalem, and the temple and plucked the Jews out of the land and sold them into slavery. God rejoice in this because it removed the final obstacle to establishing the everlasting Kingdom in the Spiritual realm, and salvations was extended to all mankind rather than just the Chosen Ones.

The verses have to do with the Diaspora. That is destroying them as a nation and scattering them all over the place.
