    1. out of the 4 elements, O has the greatest electronegativity, which means it 'hogs' the shared electron with C. This creates a small negative charge on the O, which is greater than the other bonds shown.

    2. For this we still used the electronegativity, but the electronegativity of the other element must be addressed. C is the least electronegative, when O is the greatest. Therefore C-O is most polar. Si is a bigger atom, and its electron cloud negates the polarity between the two.
