No! A teapot (kettle) that you put on the stove is for heating up only the water. This should be a metal or glass teapot (kettle). If you have a ceramic teapot it is for steeping your tea leaves.

The Perfect Pot of Tea - Loose Tea
Over the years, many people have attempted to invent and patent complicated methods of brewing tea, from spirit heated urns to ornate metal tea infusers. All highly fashionable in their time no doubt, but there is only one way to make tea using loose tea.
Fill a kettle to the required level with freshly drawn water. This may sound quite obvious but there is a tendancy to re-use boiled water or top up a partly filled kettle. This de-oxygenated water does have an adverse effect on brewing.
Heat an earthenware or china tea pot (stainless steel pots tend to taint the brew).
Use one teaspoonful of tea per person plus 1 for the pot. When using teabags, use one teabag per person.
Take the tea pot to the kettle and pour freshly boiling water over the leaves.
Leave for approximately two minutes and stir. After a further 2 minutes the liquor is ready to pour, using a fine strainer in the case of loose tea.
NB: some speciality and large leaf teas require a longer infusion and usually details are given on the pack.

You put the tea leaves in the teapot and add boiling water.
You would need to use a billy to do it that way, and it will stew the leaves and make them bitter.

yes. it will make the tea seem stronger and can be bitter. (some tea leaves won't release they're flavor properly if this is done. try it, if you don't like it, do it the traditional way)
I have done it but prefer to pour boiling water over my leaves.

I do it all the time

no, acidifies the tea's PH. Then again, if you eat like hell, who cares. You're screwed anyway.
