She was a little girl with a yellow dress and a hair bow. She lives with her father and a bunch of animals. They talk to each other and the animals act like family members. I remember there was a kangaroo with a pink hair bow and I think her name was Tilly. I don't know what the show is called, can anybody help me?

Willa's Wild Life was the name of that cartoon. The kangaroo's name was KoKo.
If you're looking for this show for your children or younger cousins to watch, it's pretty good, though it's more so for girls in the age 4-8 range.
