Why can't change or edit open question? Only alows vote best answer?

If you see a "Vote as Best Answer" button instead of "Choose as Best Answer", that means you've waited too long to pick the Best Answer yourself and the question is no longer open, therefore no longer can be edited or deleted. At this point you can only vote instead of choose, your vote may not be the only one.

Too many tracking files on your hard drive or Sim card. Clear your cache. Save anything you want to save, like voice mails, then turn your device completely OFF for ten to thirty seconds, so the SIM card can reset to the factory defaults. I have to do this when my cell phone starts going "wonky."

Clear your cache, and you may have to reboot / restart your device. like I'm going to have to to get my Google toolbar back.
