My dog gets scared easily?

When I stroke her sometimes i raises my hand and she puts her head down and sometimes runs away

i dont know whats caused this its almost all the time I havent done anything to make her scared

she also gets scared when people shout in the house thats when we first realised, and it may seem that we're bad owners but we're really not i really love my dogs and i would do anything for them

Update:

we have had her since she was born, she was the runt and shes about 8 years old...

You could try to get her used to you stroking her slowly if she if frightened of it. Give her treats and praise anytime you stroke her so she makes a positive association. You could use the same technique to get her used to shouting and by starting only shouting a little and building it up gradually.

Are they previously owned and you have adopted them? They perhaps came from a home with abusive owners.

Some animals are headshy and generally jumpy.

Slow movements and reassurances come in hand to communicate to your pets that they are safe.

It takes time but they will come around.
