No, but when you start a business, you can make yourself whatever you want to be, within the business structure.

A "CEO" or Chief Executive Officer is simply a title. While it is a powerful title in a Fortune 100 company, it really is just a name for the head honcho, the person who makes decisions in most cases. But, in some new businesses, there may not be a CEO, just a President (if you are an officer-run company) a Chairman of the Board (if you are a director-run company) or even a managing member (in some LLC organizations).

Or, you could just be the owner. And, thus, be the boss.

The best thing to do is talk to a lawyer licensed in your state who helps set up businesses, or a CPA who deals with business clients.

CEO is a title with no "automatic" powers. It merely means Chief Executive Officer. The powers may be granted by the Board of Directors, President, Members, Partners, Principals etc. depending on the type of business entity.

You can grant yourself the title and use it: however, the real power comes from the "hat" you wear as owner. The only officer titles that "automatically" imbue certain powers without necessarily requiring ownership are President, Secretary and Treasurer. This is done to protect others engaging in contractual relationships with the company.
