well when you are young kids play with makeup but as girls get older others where it and it becomes something to do so they will fit in. I would say not too young but if a 12 year old asks you say yes but dont let them go over board

I would say it is kind of a preference thing. Depending on what your beliefs are and what your parents think is acceptable. Personally, i didn't start wearing makeup until 6th grade which i think is perfectly fine. I basically wore mascara and i had some pink eyeshadow i think and maybe some brown eyeliner. Other than that i didn't have anything else. But i would say when you start wearing it, at a young age black eyeliner is a no-no. So i would have to say, ages 12-13. 100%.

There is no "Should" I rarely wear makeup at 17.
I think 13 is a reasonable age to start.

She can start wearing makeup when she is 13. She should start off with mascara and lipgloss, nothing more than that...
At 15-16, she can start wearing foundation (if her skin needs it), eyeliner, blush.
And yeah from that point she can wear whatever.

I don't think "should" would be the right word to use here.
Girls don't have to wear makeup.
"should" would imply they have to wear makeup at some point.
If you want to, I'm thinking 16?

I started wearing makeup when I was about 12, I only wore eyeliner and mascara though.

Well personally, I started wearing makeup when I was 12. I totally regret it, but it gave me time to learn how to fix everything before I got into highschool, which was nice.
