    Reading of rights while in custodial interrogation fulfills the requirement as set forth by the US Supreme Court, however, most if not all depts as a matter of policy require rights to be read upon arrest and documented routinely.

    The police needs to read him his rrights only when being arrested, if he is just being brought in for questioning they dont need to but he can just walk away if he is not being arrested
