why do asylum seekers why choose to arrive on boats as opposed to applying for a refugee status with UNHCR?

    Getting asylum can take a really long time -- it's a legal process, and it can also be appealed, so it's in their best interest to come into the country and get a lawyer. Also, I don't have a source on this at hand, but I'm pretty sure you have first enter the U.S. to actually seek asylum.

    Because none of them qualify as refugees under international law.
