It really depends on the comic/s or comic book/s that you read, where Jervis Tetch (Mad Hatter) is involved.
Overall, it seems like Tetch is obsessed with mind control, with "side" fixations on hats, Alice's Adventures In Wonderland and Through The Looking Glass - and rhyming as a defense mechanism when agitated.
But if you read Arkham Asylum: A Serious House On Serious Earth, Final Crisis and Haunted Knight, it is implied that he has an unhealthy fixation on children.

No I don't think in a severe degree. He has kidnapped kids and dressed them up as people from Alice in Wonderland, but that's because he thinks he is the Mad Hatter from Alice in Wonderland and is always waiting for Alice to show up. I think he could have worked as a side villain in the first two movies, kinda like he is in Arkham City.

I think so. He was known for kidnapping Babs and some other kids and dressing them up as characters from Alice in Wonderlan.
I think he could have worked well in the first two, but there's no way he could be more threatening than Bane. Maybe as just a side villain.
