While the problem may be your internet you mentioned, it is most likely not your fault. Black ops 2 in its current condition is not that well supported online. It is still in its early form on online code. A lot of people have been finding problems while playing online. While majority of these problems have been fixed in the first patch (like lobby waiting, disconnections, ect.) many problems are still left and may still occur. A large problem that still in the game is lag compensation for host and just the net code in general. This lag compensation, net code, and your internet speed may cause your to feel like your start shooting your attack at the same time, but in reality, he or she has already been shooting you about .5 secs already. Unfortunately there is no problem for this at the moment. The best i can tell you is to set your search preference in the game to "best" so you will get local players. This will compensate for the lag compensation and net code. You can also do your best to optimize your own connection. However even if you do all of the above, the problem with hit markers will still occur until a later patch but it will occur much less often.
