Unfortunately, the majority of Android devices do not support Ad-hoc connections. It is normally up to the individual manufacturers to add this facility if they consider it is worthwhile. I have an Asus transformer tablet, but this is the only Android device that I know of that works on an Ad-hoc network.
Your best option is probably to buy a cheap wireless router and set it up as the centre of a wireless network. The network will work even if the router is not connected to the Internet.
