Your waist measurement is not helpful when it comes to panties size, unless they're high waister ;) Your high or thigh measurements would have been way more helpful.

Honestly, I don't think they'll fit comfortably. If you're a small, then xs will most likely be a tight fit. You could most likely still wear them though.

If it helps, I'm an xs in panties from Victorias Secret and my hip measurement is 32, my thigh measurement 30.

I woudl go with the XS, VS panties tend to have a little bit of stretch to them if they are too big, but if u get a size that's too big they wont ever fit right. plus im about ur size and i wear size XS
