Why won't the zoning board let me build a watch tower on my property?

Even my friend Hank was on the board at some point, and he voted against it!

    Because it isn't zoned for military/prison structures and it would lower property values.

    How about you commit a crime and then you can be around all the watch towers you want.

    It's too close to Hanks property, plus Bobby would probably fall off of it.
