WiFi Question (kinda complicated)?

Alright. Every time I go to the library for WiFi, it doesn't want to work. It works fine at home. The driver doesn't need updated and I've tried disabling and enabling it, I've tried entering the IP address, both automatically and manually. I have Windows 8. It says I have limited access, but I can't get on at all. It says that there I problems connecting to the wireless modem, but other people are on the Internet here and not having a problem. I have use the Internet here without problems before. Help!!!
