Why does tv pick up sounds during quiet scenes?

IDK if its my tv or the camera of the tv shows i watch, but when ever there is an awkward silence during a tv show or there a sudden and shocking twist that causes all the characters to become silent you can hear the camera pick up other sounds(kinda sounds like a small roar) but when the character resumes talking the sound fades and you only hear the actors talking as normal.

hmmm i don't know if i explained that right but if you know what im talking about could you explain the noise. Thanks in Advance.

    It's called white noise, now if you start hearing voices come from the white noise however, turn off the tv it's the spirit world communicating with you. No, but seriously it's white noise.
