Which Latin American countries are becoming more accepting towards the black people?

In most Central and Latin American countries racism towards black people or people who have darker skin still exists. Most people often deny that they have black blood in them. Which country has improved the most in handling racism and are more friendlier towards the black people?

Update:

I went to the Rural (if you can call it that) Dominican Republic and I got some dirty looks.
