you can make any hot coco with hot water , but milk is much better its more rich and creamier, my advice is since you have good quality hot coco dont wast it with hot water go buy some milk or borrow, some milk from a nejghbor, milk will be so much better!! water is ok for the all purpose hot coco, like swiss miss, or hersheys, either way enjoy your hot coco!

You can, but it won't be the same. Milk gives it its frothy texture and richness so if you use water, it's not going to (technically) taste the same.
