Question about Rights?

Would a foreign nation have the right to legalize the production and sale of small chemical weapons to their citizens?

If they do, what would happen if 50% of those weapons made their way into the US?

Would the US have the right to sue those manufacturers or that nation for the damage their weapons did in the US?

If we would have that right, what prevents foreign nations from suing our gun manufacturers or this nation for the damage US made weapons do in their land?

A lot of countries do legalize the production of chemical weapons as well as guns. Other countries have corrupt government or no government at all. The US or other countries could sue these companies but they would probably have to be tried in the country where they made the chemicals and since it is legal there is nothing they can do. The US can ban the importation of these chemicals and arrest anyone who brings these chemicals to the United States as well as anyone who has possession of these chemicals. They can also seize any boat entering a US Harbor that they suspect is importing these banned substances. Other countries can ban US made guns from entering their nation and can legally sue the US Gun makers but since guns are legal to manufacture in the US they may have troubles suing the manufacturer but a foreign country can easily ban these weapons from their country and seize any boat they believe is illegally importing these weapons in their country and arrest people in their country who have possession of banned firearms.
