So why does D.C. have the highest homicide rate in the US when its almost impossible to own guns there?

Update:

Also it's illegal in their neighboring state Maryland, and what would stop people from smuggling guns from Mexico if they made it harder to own in the United States.

    Duh, because DC might be the district of Columbia but its surrounded by states who do allow guns. DC is just a city surrounded by states with guns so naturally they would have guns illegally.
