    You should select the Fire-Type one at first. Your goal is to build a team with Pokemon that are able to beat all other Pokemon Types if you are to win effectively. Therefore you need a team consisting of various types. You'll therefore need at least 1 Fire-Type, 1 Water-Type and 1 Grass/Electric-Type.

    Usually, strong Fire-Type Pokemon are difficult to find. Fire-Types in general are almost inexistant, especially in the older Pokemon generations. Water-Types are common in water areas and you will be able to obtain plenty, and you should be able to find good Grass-Types during the game too. So the Fire-Type Pokemon should always be your first choice for a first play-through.

    After you finish the game, any Pokemon fan will want to replay the game to build a better team with Pokemon they encountered and wish they had used. Therefore if you encounter a lot of Fire-Types and barely no decent Water-Types, select the Water starter. It's all about efficiency
