Is Volunruud beatable at level 7?

All enemies are levelled, however some bosses have a minimum difficulty. It doesn't depend on your level as much as skill level in your armor type, damage type, etc. I would say a good estimate would be about 15 though.

There is SO much shame in turning down difficulty. Hahah just kidding guy before me. But what i would do is just go craft/smith/enchant some stuff to quickly level up a couple times, probably more than just a couple actually haha, and then use your weapons that have the most skill for your character and go kick some ***. Im like level 40 and about 25 of it is from enchanting, crafting potions and smithing

You could always turn the difficulty down. No shame in that.
