Yes you can. Baking sheet and parchment paper are related. Wax paper is a good substitute use it all the time. Hope I helped. Rate my answer :)

No! Waxed paper will melt!! I've never heard of putting a baking sheet on top of a cookie sheet to bake cookies! You can use parchment paper on cookie sheets. You find it in the baking aisle, I'm pretty sure.

Baking sheet probably means parchment paper which is available in the store where the plastic wrap and foil is. Do not use wax paper...

No. The wax will melt in the oven and make cookies taste weird. You can use greaseproof paper and smear some oil or butter on it.
