Does my body think I am starving?

I weigh 160 pounds and wanting to drop down to around 140 or 145. I use several calorie counting apps on my phone, and each of them suggests a daily calorie goal of 1200-1500 calories. Using the concept that 18 calories per pound is used for bulking, 15 calories per pound to maintain and 12 calories for cutting weight, my ideal calorie intake would be around 1920.

I tend to avoid potatoes, red meat, most chicken, breads, pastas, pastries and corn. My diet consists of fish, fresh veggies (broccoli, carrots, spinach, tomatoes), vegetables (apples, oranges, bananas), water and rice. But when i achieve the 1500 calories, I end up gaining weight instead of losing.

I lift weights for about an hour a day, box, practice jiu jitsu, kick boxing and run. About 2 weeks ago I weighed 148, then I started to bloat or whatever. Is my body thinking I am starving or what?

My eating schedule (changes on occasion from fish to chicken)

8 AM - 1/2 cup of oatmeal

10 AM - half of an orange

12 PM - tuna with celery and carrots

2 PM - half of an apple

4 PM - celery sticks

6 PM - baked or grilled salmon/cod

8 PM - half of an apple with milk

Well remember that muscle is heavier than fat, and you want to make breakfast and lunch your main size meals with snacks in between. You can skip dinner and substitute with a snak because if you think about it you eat dinner then eventually go to sleep. You need breakfast and lunch to power you through your day. Especially with all that working out your body needs more energy from food in the morning and at lunch time.
