First of all, recessive genes work like this:
(D = dominate, r = recessive)
D | r - individual 1, a carrier of the recessive gene but displays the dominate trait
D | r - individual 2, also a carrier of the recessive gene but displays the dominate trait
If the two individuals breed, they could possibly have offspring with these combinations:
D | D - Dominant trait only
D | r - Carrier of recessive trait, but displays dominate
r | r - Recessive carrier, displaying recessive trait
So yes, a recessive trait can be passed along family lines even if there's no prior indication of it.
In regards to hair color, it is not only defined by genetic makeup but hormones as well. Which is why your hair will change color at different points in life, eventually turning grey (or not - if you're lucky). Same goes for thickness and texture.
